Abstract
This report describes NATO's civil emergency planning (NATO CEP) focusing on the contribution from Swedish agencies and how this may strengthen national civil emergency planning. Access to knowledge and expertise from a broad range of contributing nations constitutes the primary benefit of the participation. It facilitates national and international networking, bilateral relations and insights in NATO's progress and activities. In relation to the crisis management cooperation through EU, NATO CEP embraces a distinct crisis management focus including aspects of civil defence, a civil-military dimension and a relatively un-politicised working environment. The risk of duplication between civil emergency efforts through the organizations is described as limited. Vague goals, participation based on individual commitment, and diverging opinions regarding the value of the cooperation constitutes a liability to the national ambition in NATO CEP. The cooperation provides both strategic and practical benefits, and there is a potential to further enhance the impact from NATO CEP on national civil emergency planning and in particular civil defence planning.
