Abstract

The conflict in Syria has resulted in a large number of Syrian refugees seeking protection in neighboring countries. From 2012 to 2015 the number of Syrian refugees in Jordan has increased from a few thousand to approximately 600 000. During this period, the Swedish Civil Contingencies Agency (MSB) has supported UNHCR in Jordan to increase the capacity for registering, sheltering and supporting refugees. The support has consisted of five larger projects in the area of housing and offices as well as nine secondments of personnel to UNHCR. In this report, an evaluation of MSB support to UNHCR is presented. It focuses on what effect the support has had on the work of UNHCR, paying special attention to what extent the support has reached the objectives and whether it has been of relevance for the UNHCR and refugees. The evaluation shows that all projects in the area of housing and offices have had a significant effect on UNHCR's work. All of these projects have reached their objectives and have been relevant, both from the perspective of the actual problem at ground-level and from the perspective of UNHCR priorities over time. The evaluation shows that the majority of secondments have had a large, or some, effect on UNHCR:s work. It also concludes that two of the secondments haven't had an effect of the work of UNHCR in Jordan. Finally, the evaluation presents a set of recommendations, based on these observations. The primary goal of the recommendations is to propose areas of improvement for MSB routines and decision processes for future support.
