Abstract

The study is related to FOI's support for the armed forces in the military strategic and long-term planning, the so-called SMI project where SMI Economy is a subproject. In the report we compare the economic funding's and spending related to the armed forces in the Nordic countries Denmark, Norway and Finland, and in addition also Austria. We have also estimated the additional socio-economic costs for conscription. As a complementary activity we have reported on the existing bilateral defense cooperation's between The Netherlands and Belgium and between Australia and New Zealand. The purpose of the study is to increase the Swedish knowledge on the defence economies in the studied countries and as far as possible unify definitions and accounting principles to be able to make accurate comparisons. The purpose of the study of bilateral cooperation is to get new ideas and suggestions related to the Swedish potential bilateral defence cooperation's. A brief conclusion is that Norway's level of defence spending almost regardless of definition is relatively high and that Austria's is low. The Swedish expenditures in total is at a level slightly above Norway but in relation to GDP and population are spending in Sweden is more comparable to Denmark's. Sweden is the only country that has abolished the conscription system during peace time. The other countries in the study still uses some kind of conscription system. If we add the opportunity costs of conscription to the defence expenditures Swedens position weakens both compared in defence expenditures in absolute terms and relative terms as share of GDP or per capita.
