Abstract
By law, Sweden's municipalities are required to conduct an analysis showing which extraordinary events can occur in the municipality and how those events might affect their activities. Every four years, the results are to be compiled and reported to the county administrative board in the form of a risk and vulnerability analysis (Swedish: "risk och sårbarhetsanalys," abbr. RSA). The procedure detailed in the handbook emphasises the benefit to the municipality itself, but where the results can also be used in the reporting prescribed by law. The procedure comprises four phases: planning; RSA work at operational level; RSA work at municipal level; and follow-up, evaluation and reporting. A number of tools are presented in the appendices. The handbook is intended primarily for those responsible for leading and coordinating the RSA work. The handbook is based on interviews, workshops and textual studies. The development work has foremost involved mapping and analysing various ways of working, in addition to identifying support for those activities that the municipalities have considered difficult. The handbook was produced by the Swedish Defence Research Institute (FOI), and commissioned by the County Administrative Board of Västra Götaland County, with financing from Allocation 2:4 Swedish Civil Contingencies Agency (MSB). *** This handbook can be ordered in print via rapporter@foi.se.
