Abstract

Military concepts describe possible approaches to addressing military problems. The current report describes the results from 2018 regarding the development of a future command and control (C2) concept for the Swedish Armed Forces, targeting 2035. The work has been conducted in collaboration between the Swedish Armed Forces, the Swedish Defence Research Agency and the Swedish Defence University. The founding principle of the concept is to enable quick alternation between centralized or decentralized C2. An organization's capability set-up may be extended with additional capabilities to enable the accomplishment of a specific task. The concept supports the development of C2 systems enabling agile and resilient action. The report describes the principles of the C2 concept. The concept is thereafter exemplified using four use cases developed by the Swedish Armed Forces.
