This report presents an overview of the academic literature on terrorist financing, produced by the Swedish Defence Research Agency (FOI) as an assignment from the Swedish Police Authority's National Operations Department (NOA). The assignment has included the task of identifying discourses, patterns, and trends within the literature published since 2010, and of analysing and evaluating what the literature has to say about the extent and patterns of terrorist financing. The report deals with extant open research from within the academy. Other sources such as media reports, policy literature, and reports by law enforcement agencies and international organisations have been included only insofar as they have been necessary to develop and/or explain scholarly arguments. The overview does not include works from adjacent areas of study such as evaluations of legislation and other actions by government agencies and international organisations (i.e. Countering the Financing of Terrorism, CFT); financing of non-terrorist militant organisations (e.g. rebel financing), or research on the economic consequences of terrorism.
