Abstract

Sweden is an active partner in NATO Civil Emergency Planning (CEP), also including the development of NATO Baseline Requirements (NBR). Among other aspects, NBR includes resilient energy supplies. The purpose of NBR is to improve member and partner states' capabilities for increased national resilience. Apart from making host nation support possible, resilience also has a deterring effect on potential aggressors. In the report, NATO Civil Emergency Planning, is briefly described, as well as how the work with NBR relates to corresponding national processes in Sweden, in particular those related to energy security. Moreover, practical, strategical and political benefits and potential problems following the use of NBR in Swedish crisis preparedness and total defence are discussed. Finally, a proposed methodology for Swedish authorities on how to relate to NBR is presented.
