Abstract

The purpose of the report is to explain the challenges that are present in military acquisition in Sweden and the EU. The report describes the general organisation of international defence acquisitions in Sweden, and the Swedish institution's roles and different formats for defence cooperation. The report discusses EU's strategies and programmes promoting international cooperation and the creation of a European defence technical industrial base. In addition, the report discusses ten projects with Swedish participation and their relative success. Together these components give a picture of challenges and best practice in the defence acquisition area in Sweden and the EU. Experiences from the ten international projects that are studied indicate that the following factors are vital for relative success: i) A strong integrated project team that has the ability to synthesize national requests to joint objectives. ii) Under¬standing of that the negotiation process takes time and that you need to get to know you partners and develop confidence for each other. iii) Clarity with regards to each country's essential security interests and a willingness to compromise regarding less important interests. Governments should express their interest in operational terms.
