Abstract
During the general elections of 2018 and 2019 there were incidents regarding the conduct of the elections. An incident is a deviation from what is perceived as normal. In the context of general elections, it is a deviation from the prescribed order in the Election Act (2005:837). This study gives a summary of previous general elections 2018 and the 2019 European Parliament election, with an emphasis on the latter. The summary is based on the Election Authority's experiences, appeals to the Election Review Board and media reporting. Furthermore, a survey on the need for improved incident reporting - by municipalities, county boards and Swedish embassies - in connection with general elections is also included in this report. The survey shows that there is support for a developed system, provided that it is uncomplicated, comprehensive and supports feedback to the reporters. Based on the report, it is estimated that a future incident reporting system can be supplemented with clarifying instructions and in-depth training to ensure increased consistency in reporting. The objective of this report is to provide the Election Authority with a foundation for decision making on the development of a possible future national incident reporting system during general elections.
