Abstract

The European Defence Fund (EDF) was established in 2021 and is halfway through its first seven-year period. There is therefore reason to examine how Swedish management for the directing and administration of the EDF works and whether the objectives set by the government and authorities are being met. This study was commissioned by the Swedish Armed Forces and aims to map and evaluate Swedish management of the EDF and to make an overall assessment of whether the EDF contributes or can contribute to the Swedish capability development. The study, which is based on interviews and statistics, shows that cooperation between the authorities works well and that Swedish management creates the conditions for the Swedish capability development needs to be met within the EDF. However, there are challenges that primarily affect the conditions for Swedish entities to contribute to the EDF. To address this, priorities and communication of them are needed as early as possible. A review of the guidelines for the co-financing mechanism and the possibilities for advance decisions would be part of this, as would the formulation of an overall direction for the areas in which Sweden should conduct development together with other countries within the EDF framework.
