Abstract

In this report, a potential approach for the development of indicators for civil defence is described. In the study, we take the starting point in the objectives for civil defence, decided by the parliament, and the various capabilities that are needed in order to achieve these objectives. We also present twelve indicators that could be used to reflect how important aspects of civil defence are developing. Such a limited set cannot be comprehensive but provide a certain overview of the current status and on-going development. The twelve indicators cover the following areas: critical societal operations, supply chain systems, cooperation and coordination, wartime organisation, contribution to military defence capabilities, fulfilment of international obligations, civil protection, medical care, disinformation and crisis communication, willingness to defend, home preparedness and lastly perseverance and transformative capacity. Most of these indicators are intended for use in all priority civil preparedness sectors. In the report, criteria that potentially could be used when developing sector specific indicators are also discussed. Indicators can be a useful tool for policy monitoring but the implementation can also create risk for malgovernance. Further reporting obligations can also take resources from the actual build-up of the system of civil defence.
