Abstract
Swedish municipalities have a significant responsibility to supply their population with food, a responsibility that is expected to be specified and expanded with the development of the total defence and food preparedness. This report outlines how municipalities are already working to build food preparedness and what support they wish to receive from the Swedish National Food Agency and other authorities. The report is part of the support that FOI provides to the Swedish National Food Agency for its work on food preparedness. The content of the report is based on interviews conducted in 2024 and 2025, with a total of 15 municipalities. A number of factors affect how a municipality can build up food preparedness. These include, among other things, how the work is organized, whether there are designated individuals with the mandate to work on the issue, what financial resources are available, how and if collaboration with businesses and other municipalities takes place, and whether there is a crisis awareness and exercise culture within the municipal organization. The municipalities in the study requested national guidance from the Swedish Food Agency and regional coordination from the County Administrative Boards. The municipalities argue that political mandate, resources, and individuals with clear responsibility are crucial for building up food preparedness locally. A key conclusion, therefore, is that the development of food preparedness requires that municipalities receive clear guidelines and goals.
