Abstract
Foreign direct investments do not only entail positive effects for a country, but also carry risks. Therefore, many countries have implemented systems that are intended to review and protect against investments that may threaten national security. This report describes and analyzes the screening systems for foreign direct investments in Sweden and five selected countries through a literature study and complements this with statistics from Statistics Sweden and with quantitative indexes that measures the countries´ restrictiveness. The results indicate that all countries in the report act to protect critical sectors from foreign influence. Despite major similarities in the screening systems, there are differences between the countries regarding, for example, scope, reporting obligations and various thresholds for control. Sweden stands out in particular by having a significantly higher number of notifications than the other countries, raising questions about how the design of the regulatory framework affects the balance between comprehensive security protection and the efficient use of screening resources.
