Abstract

This report discusses how the components environment, security and development are connected. It focuses, in particular, on environmental security. This concept has a role within the framework of a broader security policy beyond the traditional realm of protection against armed attacks. The report discusses environmental security with an emphasis on climate and energy issues as well as natural resources. A survey is presented of how environmental security has been dealt with in the scientific literature in international organisations and on a national level in a number of countries. Current challenges are high-lighted, as are the views of Swedish actors concerning the possibilities of dealing internationally with these issues. It is emphasized in the report that the internal dynamics between environment, security and development should be seen and managed comprehensively on the national level. An insight into the strong linkages between these components should permeate the activities of different ministries and authorities. A procedure to ensure interorganisational cooperation on this matter may have to be developed, especially in view of the need to establish a common national strategy before Sweden takes on the presidency of the EU in 2009. In addition the establishment of a forum, where civil servants could communicate with the appropriate research groups as well as other parts of the society, might be useful..
